Police said a Dubuque man inappropriately touched a girl younger than 14. 41-year-old Kentha Thomas of Dubuque was arrested at 9:48 a.m. Friday at Dubuque Law Enforcement Center on a charge of indecent contact with a child. Court documents state that on April 26, the child reported the incident, which she said occurred the previous day, to a school counselor. Thomas was previously arrested, in relation to the same incident, on Dec. 6 at his residence on a warrant charging lascivious acts with a child, enticing a minor under 16 for a sexual purpose, indecent contact with a child and assault with intent to commit sexual abuse.
