An area resident has been formally charged with strangling and killing another southwest Wisconsin man. 39-year-old Jessie J. Slaughter of Lancaster, is charged in Crawford County Circuit Court with first-degree intentional homicide in relation to the Oct. 25 death of 65-year-old Daniel Welsch of Prairie du Chien. Slaughter made his initial court appearance on Monday, per online court records. He has been in custody since his Oct. 26 arrest. A criminal complaint filed this week alleges Slaughter strangled, stabbed and killed Welsch on Oct. 25 at Welsch’s apartment in Prairie du Chien. Prairie du Chien police responded to Welsch’s residence for a welfare check and located Welsch deceased in his apartment with a bloody knife near his body. Documents state a review of security footage collected from the hallway outside Welsch’s apartment shows Slaughter entering Welsch’s unit that day. No one enters or exits the apartment again until police arrive that evening.
