Dubuque police said a woman was intoxicated when she drove her vehicle with two children inside. 36-year-old Denita L. Dixon of Dubuque, was arrested at 7:18 p.m. Thursday in the 2700 block of Elm Street on charges of operating while under the influence-second offense and two counts of neglect or abandonment of a dependent person. Court documents state Dubuque officers were dispatched at 6:38 p.m. Thursday to the intersection of Elm Street and East 27th Street for a verbal disturbance. There, they found a vehicle registered to Dixon in the middle of the street. Officers had visited Dixon earlier Thursday on an unrelated call at her home and noted at that time she had been “highly intoxicated,” documents state. Officers observed Dixon drive her vehicle and subsequently pull over, and inside the vehicle were two children under the age of 17. Court documents state Dixon exhibited signs of intoxication during the traffic stop, and a test indicated her blood alcohol content to be 0.091%.
