Five individuals from Iowa and Wisconsin have been charged with investment fraud after selling securities without proper registration in the state of Iowa. The individuals being charged from Wisconsin include Stanley Pophal of Wausau, David Halvorson of Galesville, and Debra Mink of Prairie Du Chien. The individuals from Iowa are Casey Halvorson of McGregor and Gary Halvorson of McGregor. The five individuals charged held investment meetings to sell securities in Allamakee, Winneshiek, Mitchell, Wapello, Clayton, and Madison counties. Participants did not know that they were acquiring securities that had to be registered with the State of Iowa.
