A $55.1 million affordable housing community is expected to open in Dubuque in fall 2026. The Annex Group plans to build two, four-story buildings at 2660 Kerper Boulevard, called the “Union at the Marina.” The complex will feature 201 units, consisting of 85 one-bedroom, 79 two-bedroom, and 37 three-bedroom units. The Indiana-based developer purchased the land for the project from the city for $4,020,000 earlier this year. A 2022 housing study found Dubuque would need about 1,100 more housing units to meet demand in 2030. The Annex Group was intrigued by the “substantial need” for units in the community after conducting a third-party market study that showed one vacant unit across almost 1,000 units that they surveyed. The 201 units will be available for households with incomes at or below 70 percent of the area median income. The Annex Group is getting up to $10 million in tax incentives from Dubuque over the next 15 years if the complex is finished by the fall of 2026.
