The Dubuque City Council voted, 7-0, to amend its development agreement with Walter Development to allow them to find a new industrial tenant. Duluth Trading Co. closed its distribution center in October and laid off 74 employees. The company opened in Dubuque in 2019 but had benefited from a development agreement with the city since April 2020 which gave Duluth and Walter tax abatements in exchange for 12 full-time jobs. The new amendment will allow Walter to retain the tax rebates if it finds a new employer to lease the site on Chavenelle Road.
