47 year old Yolanda McDougal, was arrested at 4:22 a.m. Monday in the area of East 16th Street and Kerper Boulevard on charges of felony possession of marijuana-third or subsequent offense, possession of drug paraphernalia and interference with official acts.
44 year old Lavora Ballentine, of Dubuque was arrested around11:45 p.m. on Saturday in the 600 block of Garfield Avenue on a warrant charging possession of crack cocaine with intent to deliver.
